Council Minutes
July 7, 2008
The regular monthly meeting of the McAdam Village Council was held
in the Village of McAdam Heritage Room on Monday, July 7, 2008. Mayor
Carroll presided and the following members were present:

Mayor Carroll called the meeting to order at 10:15 a.m.
and welcomed Mr. Rick Lefebre to the meeting.
APPROVAL OF MINUTES:
The minutes of the meeting held on June 11, 2008 were
circulated and reviewed. It was so moved by Councillor Cleghorn and seconded
by Councillor Laking that:
“The minutes of the June 11, 2008 meeting
of council be approved as circulated. MOTION CARRIED.
BUSINESS ARISING OUT OF MINUTES:
Lakeland Resource Centre Garbage
Pick-Up - To be discussed
later in the meeting when Councillor Kilbride arrives.
Lighting at the Zambonie Storage
Building - Councillor Sloan advised
council that one light is presently on the building and another light
has been ordered and will be installed on the building in the near
future.
Ambulance Services Update - Mayor Carroll
advised council that he recently met with Mayor Gamblin of Harvey. He
was advised that Mayor Gamblin talked with the officials of the Department
of Health to the Minister with no reply to date. A letter will be sent
as soon as possible by Mayor Gamblin.
Mayor Carroll advised council that a letter was written
to ANB requesting that the ambulance stay in the Village during the July
1 st weekend as various activities were taking place that could be considered
high risk for emergency ambulance services. The ambulance was in the
Village for the most part but on July 1 st it was stationed at Thomaston
Corner for most of the day including the parade as the Harvey Ambulance
was on standby in Fredericton.
Consideration of Focus Session - After
discussion it was agreed that a Focus Session should be held sometime
in September. Discussion will take place later regarding this.
Adopt a Hydrant - To be discussed later in the meeting when Councillor
Kilbride arrives,.
Building and Roof Repairs - Councillor
Sloan advised council of the necessary repairs needed to various buildings
throughout the village, i.e., treatment plant, storage shed, salt shed,
etc.
After discussion it was so moved by Councillor Sloan
and seconded by Councillor Cleghorn that:
“The repairs be carried
out as discussed to the various buildings at an approximate cost of
$3,000.00” . MOTION CARRIED.
Councillor Sloan also advised council that the Fire
Station roof is in need of replacement as well. It was agreed that the
staff would be asked to reroof this building under the same arrangements
as was used in the past.
Councillor Sloan advised council that a quote
has been received from MacKay’s Garage in the amount of $1,000.00
to move the storage building from the Mini Home Park to the Treatment
Plant to be used for storage.
After discussion it was so moved by Councillor Sloan
and seconded by Councillor Laking that:
“We contract with MacKay’s Garage to move
the storage building from the Mini Home Park to the Treatment Plant at
a cost of $1,000.00. The building is not to be moved before July 31 st,
2008.” MOTION CARRIED.
Minister of Transportation - Mayor
Carroll advised council that the Minister of Transportation has been
invited to attend a meeting in McAdam. This meeting is to take place
sometime during the summer months and will include a tour of the McAdam
Railway
Station.Relay for Life - Mayor Carroll advised council
that the village will participate in the Relay for Life to be held in
September, 2008.
APPROVAL OF MINUTES:
The minutes of the meeting of council held on June 23, 2008 were circulated
and reviewed.
Since there were no errors or omissions it was so moved
by Councillor Laking and seconded by Councillor Sloan that:
“The minutes of the meeting of council held on
June 23, 2008 be approved as circulated.” MOTION CARRIED.
BUSINESS ARISING OUT OF MINUTES:
There was no business arising out of these minutes.
NEW BUSINESS:
Scott Park - Mayor Carroll advised
council that new signs have been ordered and will be installed at Scott
Park. It was agreed that since there has been considerable damage done
at this park that signs be installed and the RCMP be instructed to enforce
the Nuisance By-Law. It was agreed that the signs would be erected as
soon as possible. Councillor Laking advised council of the situation
that took place at this location on the weekend.
Planning Advisory Committee -
A recommendation has been received from the Planning Advisory Committee
that a 6’ variance
be granted to Robert Walker in order that a garage may be constructed
on this property at 21 Klondike Street.
After discussion it was so moved
by Councillor Sloan and seconded by Councillor Cleghorn that:
“The variance of 6’ be granted to Robert
Walker for a garage construction on 21 Klondike as recommended by the
Planning Advisory Committee.” MOTION CARRIED.
Barbecue held at McAdam High School -
Discussion was held on the barbecue that was held at the McAdam High
School following the cleanup of the Campground. After discussion it was
so moved by Councillor Cleghorn and seconded by Councillor Sloan that:
“The invoice in the amount of $232.00 for supplies
purchased at the McAdam Save Easy used to provide a barbecue at McAdam
High School following the cleanup of the campground be paid in full.” MOTION
CARRIED.
Licensed Outdoor Patio at Klinker’s - It was so
moved by Councillor Sloan and seconded by Councillor Laking that:
“Council endorse and support the issuing of a
liquor license for the outdoor patio attached to Klinker’s Lounge
located at 183 Saunders Road.” MOTION
CARRIED.
Letter to The Editor in the Daily
Gleaner - Mayor Carroll circulated
for review a letter to the editor regarding the street signs in honor
of the Veterans. The letter was most complimentary of council’s
initiative.
Review of Capital Accounts - A list
of the accounts and balances were circulated and reviewed.
Gas Tax Account - This account was
also reviewed. It was agreed that further information, cost estimates
will be considered for future work to be carried out as projected in
the plan. Further discussion will take place at the next meeting of council.
Meeting with Auditor - Mayor Carroll
advised council that the meeting had to be rescheduled. It was agreed
that if possible, July 17 th at 7:00 p.m. would be set for this meeting.
Railway Days Committee - It was agreed
that a thank you letter would be sent to Connie Klein, Chairperson of
the Railway Days Committee, expressing our appreciation for the effort
given resulting in a very successful celebration being held in the village.
Lakeland Resource Centre Garbage
Pick-Up - Councillor Kilbride has
not discussed this matter with the South West Solid Waste Commission
as yet.
Adopt a Hydrant – It was
agreed that contact will be made with other municipalities in the
region with regards to this topic.
CORRESPONDENCE - Thank you letters have been received from the following;

A letter has been received from Ambulance New Brunswick
advising that they have opened their new Management Centre as of June
13 th, 2008 in Moncton, NB.
A letter has been received from District 18 advising
that Safe Schools Weeks will be held during the week of October 6
th – 10
th, 2008
A letter has been received from Lakeland Industries
requesting a donation for their Annual Auction to be held on October
25 th, 2008. Jim little will handle this request as in the past.
Information has been received from CUPW opposing deregulation of public
post offices.
A letter has been received from the NB Climate Change
Public Education and Outreach Hub introducing the coordinator for this
project.
Library Renovations- Jim Little advised
council that to date expenses for the library project are approximately
$15,000.00. This project appears to be on budget. Thanks was expressed
to Jim Little for the manner in which he has overseen this project.
COUNCILLOR’S REPORTS:
Stephen Sloan - Christmas Tree - Councillor
Sloan advised council that he is recommending the Village purchase a
Blue Spruce Christmas Tree at a cost of less than $500.00 from Tweedside
Evergreens. This tree will be delivered and planted in the area beside
the Engine 29 Building and will be guaranteed for a one year period.
After discussion it was so moved by Councillor Sloan
and seconded by Councillor Cleghorn that:
“We purchase a 10’ – 15’ Blue
Spruce Christmas Tree from Todd Potter which will be planted and guaranteed
for one year, to be used for the Village’s
Annual Christmas Tree.” MOTION CARRIED.
Terry Cleghorn - Replacement of PA
System - Councillor Cleghorn advised council that the PA System needs
to be replaced. It was agreed that Jim would obtain some information
on replacement costs for review and consideration at a future meeting
of council.
Councillor Cleghorn inquired about donations for July
1 st Committee for future years. It was agreed that this matter would
be referred to the Steering Committee for discussion and consideration.
Doug LaKing - Councillor Laking inquired
about the pagers and the coveralls for Fire Department. Jim advised council
that the pagers have been received but needs to be programmed and we
are still waiting for the coveralls.
Councillor Laking advised council that Brad Kilbride
has joined the McAdam Fire Department.
It was suggested that a letter be written to the Principal
and Staff at the McAdam High School thanking them for allowing four students
who are firemen to attend fires as necessary. The firemen involved are
Michael Moffitt, Jeff Sloan, Jacob Blair and Brad Kilbride.
Councillor Laking advised council that Steve Wood has
declined the offer to help with the repairs to the PANB trailer and golf
cart.
Councillor Laking advised council that he has not talked
as yet with the RCMP regarding the recent vandalism in the park as well
as loitering around businesses in the downtown area but will do so in
the near future.
John Kilbride - The boat ramps have been installed at McAdam Lake.
Councillor Kilbride advised council that the lights
are out in the tunnel. Jim Little advised council that NBSR have been
notified.
Councillor Kilbride advised council that he received
complaints regarding fireworks in the village over the past weekend.
Councillor Laking will speak with the RCMP regarding this in the near
future.
Discussion took place with regards to the firewood for
the winter. After discussion it was so moved by Councillor Kilbride and
seconded by Councillor Sloan that:
“We tender for 12 cords of firewood, long length
or cut and split.” MOTION CARRIED.
Council went into Committee of the Whole to discuss a few items of
business.
There being no further business, on motion of Councillor
Cleghorn the meeting adjourned at 12:50 p.m.
